《英语结构难题解析》(复旦大学出版社,1995年,p.334)在解释上面的试题为什么只能选before而不能选until时说:“before作为连接词,表示时间上‘前于’,until则强调‘以后的情况与前相反’。before只能用于肯定式,不能用于否定式。”这种说法对吗?

从时间概念上来考虑, before 和 until 都是表示时间上“先于”。R. Quirk 等在 A Comprehensive Grammar of the English Language 中说: “until 和 before 都表示主句的情景发生在从句的情景之前……”。

I started my meal before Adam arrived. 在亚当到达之前我就开始吃饭了。
I disliked Manrice until I got to know him. 在我了解曼里斯之前,我一直不喜欢他。

至于“before 只能用于肯定式,不能用于否定式”的说法,那就更不符合英语的实际情况了。

He did not arrive before I returned. (CGEL) 在我回来之前,他还没到。
I hadn't waited long before he came. (ALD) 我没等多长时间,他就来了。
I cannot go before he comes. (《英美语惯用法辞典》) 他来之前我不能走。

那么，在你所提问的句子里为什么不能使用 until，而必须使用 before 呢？依我们的看法，这里之所以不能使用 until，是因为 apply(申请)是个瞬间动词。大家都知道，until 与肯定主句连用时，主句中的动词不能是瞬间动词(start, finish)，而必须是持续动词如 be, live, love, like, wait 等(I waited until he returned.)。（参见 before/until $^{2}$ ，until/before）

在用法上主要有两个区别:第一,带有 until 从句的肯定式主句中的谓语动词必须是持续性的,而带有 before 从句的主句中的谓语动词,则不必是持续性的。试比较:

I waited until he returned. 我一直等到他回来。
I shaved before I went to the party. (CGEL) 在参加宴会之前,我刮了胡子。

第二, until 引出的分句的内容是真实的, 而 before 引出的分句的内容可能是真实的, 也可能是非真实的。

Let's wait until the rain stops. (Palmer) 让我们等到雨停吧。
And before she could speak again I began to talk. (Wells) 她尚未再开口, 我就开始说话了。
