上句中的 be 并非连系动词,因而 to blame 不可能是主语补语(表语)。主语通过连系动词 be 与主语补语(表语)联成句子,有一个很重要的特点,那就是主语与主补在内容上(即概念的内涵和外延上)是可以划等号的。例如,My idea is to climb the mountain from the north.

这个句子的主语和表语在内容上是完全可以划等号的，而 He is to blame. 却不可能这样做。这说明 to blame 根本就不是主语补语。其实，句中的 be to 结构是半助动词，它必须与后面的动词原形并用，才能构成谓语。它具有许多含义。在本句里的意思是“应当”“必须”。类似的句子：

Suppose he comes here, what am I to tell him?

假如他来到这里,我应当告诉他些什么呢?

It is to be noted that the machine should be maintained regularly.

必须注意,机器应定期维修。

句中的 blame 在形式上是主动的,但在意义上却是被动的(be blamed)。故全句的意思是:
