multiply A n times 的意思是: 将 A 乘以 n, 因此不能译为“将 A 增加 n 倍”, 而应译为“将 A 增加 n-1 倍”或“将 A 增加到 n 倍”(见 times $^{1-2}$ )。例如:

The production of cars has been increased three times as against 1994. 汽车产量比 1994 年增加了两倍。
