从语法上看,句(a)中的 over 是表示“目的地”(destination),而句(b)中的 over 则表示通过(passage);从语义上看,第一个 over 是指“遍及整个表面”,而第二个 over 则是指“从……上面越过”。让我们看几个实例:

Spread a cloth over the table. (ALD) 在桌子上铺一块桌布。
He threw a blanket over her. (CGEL) 他拿一条毯子盖在她身上。
The dog jumped over the table. (Eckersley) 这条狗跳过了桌子。
